The proposed I-95/395 HOV/Bus/HOT lanes project is currently in the environmental review stage. Construction could begin in 2009.

The Environment

The National Environmental Policy Act (NEPA) provides a national, required process for evaluating the environmental effects of transportation projects.

The Virginia Department of Transportation (VDOT) launched the environmental review process for the I-95/395 HOV/Bus/HOT Lanes project in November 2006. The project is split into two separate environmental review studies to address federal environmental reviews and expedite development.

Since High Occupancy Vehicle lanes already exist in the northern section, making the change from HOV to the HOV/Bus/HOT system is less complicated. The southern section of the corridor, however, requires building lanes in areas where lanes do not exist today. Hence, VDOT is working with the Federal Highway Administration to conduct a more detailed environmental review process for the southern section.

Both the northern and the southern sections are subject to federal requirements of NEPA. NEPA considers the potential environmental and community impacts of the sections, documents the analyses, and will make this information available to the public for comment at a series of public meetings.

Public Participation in the Environmental Review Process
The public is encouraged to participate in the NEPA process for the I-95/395 HOV/Bus/HOT Lanes project.

VDOT will host several public information meetings to solicit public input as part of the environmental reviews for the northern and southern sections of the project.
