Phase 1:
Provide four lanes on westbound side
Remove eastbound bridge
Build new, wider eastbound side
Phase 2:
Switch eastbound travel to new side
Remove center of old bridge
Build new center between east and west lanes
Phase 3:
Switch west travel to new center of bridge
Remove old westbound bridge and build remaining portion
Phase 4:
Switch westbound travel to new bridge
Build HOT lane ramp and connection
